Refers usually to a “rip”/inhalation from a glass bong, where the bowl's packed with bud. Could also be used in reference to taking a hit from a Joint, Blunt, Bowl, Pipe, etc.

Tokers Throat

Tokers throat is an unfortunate side-effect of inhaling large amounts of cannabis-smoke. This is often the case if you are smoking a dry-bong.
Often also referd to as cotton mouth.

This disease can be cured by drinking large quantities of milk
