3)“Concerned citizen: “yo Mark, do you think that dog will recover from its broken leg or need to be put down?”

said when one is soo horribly drunk/stonned that their vision is impaired. started on a trip to quebec city when one of the members of the group was sooo drunk, that he could not see the suits on the playing cards.
