This is when someone puts together a very questionable but hilarious idea and it has been shown that they have put a lot of thought and planning behind it.
An example of Ghetto Brilliant would be tricking people into buying alcohol for a party that you are having, but they really think they are buying it for another purpose.

An administrator who cares more about saving money to increase his bonus than about Veteran’s care. Dr. Brilliant told the warm-hearted physician that the proposed care of a Veteran was unnecessary, when what Dr.Brilliant meant is that it would cut into his bonus. Dr. Brilliant, trained only as an intern, accused the specialist of witchcraft in suspecting a tumor when the specialist requesting a PET scan for a veteran.
Why are you “Dr. Brillianting” my health care? Don’t “Dr. Brilliant” my second opinion. “Dr. Brilliant” denied my health care request. I want a “Dr. Brilliant” year end bonus so I will deny service.

When you make a horrible move in a game of Chess, but somehow it causes you to win the game, usually by some form of trap or grand oversight by your opponent.
In chess engine analysis, a "Brilliant" is a move that's not only the best move, but considered extremely hard for the human mind to find. Meanwhile a "Blunder" is a bad move that causes a severe disadvantage in the game, and is notated with the color red. Therefore, a blunder that wins you the game is often referred to as a combination of the two, a "Red Brilliant".
