I'm not sayin', I'm just sayin'

Basically means "I'm not implying anything, I'm just making an observation". Which of course doesn't mean that the person *isn't* in fact saying, i.e. implying.

Mitt Romney sure made a 180 on national healthcare... I'm not sayin', I'm just sayin'.

When you want to know if someone gets what you are saying

As a phrase it is used to emphasize a point, conclude a statement, or to generally annoy. This phrase was coined and is frequently used by members of Open Mind, a popular MySpace Group.

Jes sayin'

A mild dialect-in-writing variant of "just sayin'," a phrase that follows a statement or affirmation that might potentially give offense in order to defuse any insult.

Standard English equivalent = "No offense."

"You buzzed that guy in? Suppose he was some sort of murderer or rapist?"

"That so-called murderer and rapist just happens to be my brother."

"Jes sayin'."
