Arbiter

Arbiter Thel 'Vadam (formerly "Thel 'Vadamee"), often simply referred to as The Arbiter amongst players, was a distinguished Sangheili. At the apogee of his career with the Covenant he served as the Supreme Commander of the Fleet of Particular Justice.
