'The Elites' refers to a conspiracy theory that says all of our lives are secretly controlled by one small group of people under the 'New World Order.' The Elites would control every government, having complete access to everything. Their final plan would be to bring the world to complete submission under them using heavy surveillance and other methods. It is a dystopian theory, something close to what George Orwell imagined when he wrote 1984.

All communications were severed with the UNSCs Main Command and Emergency Contingency Powers were instated to promote 7ths command structure up to a standing operation to ensure the survival of the UNSC.
