Self perceived nice guys/girls who expect to be rewarded for the bare minimum. The word is more common in the dating world but can be applied to people who wallow in their self-pity, whining they deserve more than what they were given in life. Usually misguided individuals who experienced many misfortunes.
"Ugh, of course they picked Geoffrey over me at the job listing. They would actually prefer assholes over me!"

A guy that is so civilized that he can't get laid. He follows orders, acts polite, breaks no rules, follows the law. He respects people and respects girls. When girls do come onto him, he remains under his "civil" nice guy act... and doesn't get laid as a result.
That was the archaic meaning for nice guy. In todays society however, nice guys are more than just civil.Some of them are just plain unattractive and just creepy as can be- and never get laid cause they think they are attractive but actually are not and put on a repulsive act towards women that draws them away.

Matt Dillon in Gunsmoke was an example of a nice guy. Even though he was a nearly 7 foot tall handsome man, he was a cop that didn't want to lose his job. So he would come every night down town to the bar and talk to Kitty, have a drink, talk to his friends,and put on his nice guy civilized act. When girls came on to him and tried to talk him up about getting married, having kids- Matt Dillon didn't even put them into the equation. He just followed the law, did his duty and kept his job, and didn't get laid as a result.
