Often used in sales, when a sales rep "chalks" a sale up on the board with the belief that the sale came through, but looks back and sees that it hasn't.

That's a premature chalk grab.

When someone makes hasty decisions or assessments based on limited data, before more data will show that those assessments are completely flawed.

The way trump has handled C19 is just one premature evaluation to another: from saying everything was under control, to it going away by Easter, to how he promoted hydroxychloriquine, to how the economy was going to see a "V" shaped recovery, and on and on.
