Barely Illegal

This the age you want to start to talking to a minor under age girl. A year before she’s legal. To get to know her. And start loving each other so you can have sex when she becomes legal to consent to have sex with you.

Do they really lock up people for having sex with non adults when they have sex with people their age? Does t make sense to me even if they barely illegal and about to be legal a week later or even if they pretend to be kids and is adults. They still arrest them for life for rape.
