Can be used as a greeting, expression of disapointment, excitment, or whatever else may be fitting. Aslo can be used to agree with and idea, saying, or action.

You hear that one of your frineds is feeling under the weather and cannot join you tonight: "Choot-a-woot..."

Before ALL of that, woot was a happy noise made by certain Monkees and Guinea Pigs when they are happy or content. Net nerds like to take credit for creating stuff that they only adopted. But I know better. I've heard those monkets. And they're happy. woot.
