Expression used to turn somebody's statement into a sexual innuendo, or to point out that it sounded sexual. The joke being, of course, that "She" - a mysterious woman, who seems to have sex with a lot of people (and who some believe to be "Your Mom", in accordance with these kinds of joke), supposedly used that statement in a sexual context.

After one speaks with chief, they may misinterpret what chief has said. A friend who is confident in what chief has said will then reply, "I just spoke to chief and he said this is it".

Person 1: Chief just told me this isn't it, let's look elsewhere.
Person 2: I just spoke to chief and he said this is it.
