The only people who should say nigga is black people and Hispanics or if u mixed period nigga. If u pale but are still black and or mixed with black or Hispanic then yes u can say nigga.

Get the niggamug. Nigga is word that us black people use to basically say someone is a close friend, family, or etc. Every black person is NOT a nigga, that's where people get it wrong at. White people are not allowed to say it, but they are saying it now even though us black people look at each other every time they say it because they white person is a cool person. (This year I will stop letting them get away with saying that b/c it's out of control now)!!!
