It's like the term Snowflake, where the white privileged people having meltdowns started to use the term against the people who were calling them snowflakes. Simp means simpleton, your average American college-age male who is so simple-minded, he sees all women as objects and has only sex on his mind, with a mental inability to think of something else. The simps then turned that around against the thoughtful man, who has ideas beyond his penis, and started calling everyone who wasn't a simp, a simp. And just like snowflake, it's now a term that has the opposite meaning of its original meaning.
