Meaning: you (receiver) are his/her toy (boo/baby) that they have limited feeling for. But still not quite worthy enough to qualify being his/her boyfriend/girlfriend. Also known as a sympathy title.

* used in reference when referring to a side piece.

i.e "Even tho we didn't work out 'you still baby."

This process eliminated the bosnian threat and forced them to plant mines in their country to stop them, also forcing the americans to bomb their capital.
