Frequently seen drifting in and out of lanes without signal or checking mirrors/blindspots, going extremely slow, not using headlights and/or wipers in the rain, driving extremely slow during the slightest of drizzles, generally just freaking the fuck out when driving in the rain.

Get the California Drivermug. Bakersfield, CA (B-Town) at the southern end of the San Joaquin Valley where oil refineries pollute the air, and there are more cows than people. The dry dessert air constantly filled with dust and pesticides from the massive amount of agriculture.
While Los Angeles's air is polluted so badly there is acid rain on occasion at least there is a cool ocean breeze unlike in the armpit of California just north of the grape vine.
