Ruffles and lacey bits on clothes are known as floopy. usually these would be sewn into the hems and edges of any kind of clothing not just dresses.

Look at the floopy on that jacket.
what? where? oh that nice girl.
no, the fringey lacey bits sewn into the jacket.
