Combination of a tool and a douche but more than the sum of its parts.

Basically a tooly douche is someone who thinks they are slick attempting to undermine another person or group of people with words or actions that are blatantly obvious to others.

Look at captain save-a-hoe over there trying to salt up that guys game, what a tooly douche.
