1.When it is sunny, but not warm. Tempratures can range from freezing to chilly.

So-called because Chicagoans, who live under gray skies for about 70% of the year, break out summer clothes at any glimpse of sunshine.

Suprisingly, they are usually quite comfortable in t-shirts when it's 20 degrees Farenheit, as the long, harsh winters give them opportunity to become acclimated to bitter cold.

2. When winter is not quite over, but it's sunny and no longer snowy. Still cold enough for a jacket.
Damn, i left my coat at home because i thought it was warm out, but it's just Chicago t-shirt weather.

I'm so happy it's almost spring! The snow's finally starting to melt, and we've been getting Chicago t-shirt weather instead of blizzards.

An expression used in response to someone who accidentally or purposely trips you up at the worst possible time. Usually occurs during moments of intense concentration or during a special moment. Based on the President Obama Inaugural Oath when Chief Justice John Roberts incorrectly stated the words “that I will execute the Office of President to the United States faithfully”; thereby causing President Obama to pause and disrupting Obama's special moment. Similar usage to don't tase me bro

Ain't no thing but a chicken wing

Used to describe an event, object or person which is of little importance. Stems from the fact that chickens (at least those bred as food) have wings but can't fly, rendering the wings unimportant. Can be used in place of a reassuring "don't worry about it" statement but often used as a sarcastic retort suggesting that which is being described is really not as important as the person saying it believes
Dave: Man I can't beleive I have to work on Saturday
Steve: Hey man, it ain't no thing but a chicken wing

OR

Dave: I got toally carved up by some d*ckhead white van at the roundabout
