any person from outside of philadelphia (including all of eastern PA, and some of south new jersey: including but not limited to Ocean City, Seaville, and Hammonton) characterized by phillies apparel, penn state apparel. They often carry doe urine scent for hunting and generally are overwhelmingly racist.
