When you don't know how to combine existing letters to create a sound, so you just create a new letter.

The letter sharp S ß (capital: ẞ) is used widely in German. It’s used after long vowels and in the middle of words where ß is pronounced like S rather than Z. The german name for ß is eszett, which combines the letters S and Z together.
