It's a derivative of the "Your mom" insult. The function varies slightly from the original insult as it specifies the condition the so-called "mom" is in.

expression implying that a psycho mom is going to or has killed her kid most likely by drowning them in the tub, based on the fact that whenever you hear about said crime it always seems to be in Georgia or a state just like it

1. "So on 'Lost' what do you think happened with Kate and Aaron?"
"I don't know man she looked really crazed. Maybe she gave him a Georgia mom bath."

2. "My wife's been acting bat shit lately. It's like any day now: Georgia mom bath."
