Someone that gathers all their enemies to protest by pretending to be everyone's friend and on everyone's side so that they will drain and waste all the energy they could be using to really stand and fight people like the agitator (people that are making the mandates, rules, restrictions, and laws to dictate their lives to them) to protest and scream at the top of their lungs instead.

What better way to get your enemies laughed at and ignored than encourage them all to gather in a group (like livestock) at the same place and time like a trap or a slaughterhouse? Being together isn't always a good move, it is often a good way to get eliminated by people like an agitator, and an agitator is aware of that when he/she organizes protests and other demonstrations for show (of power). Be your own person instead of gathering/going where someone tells you to when they tell you to, and you might actually get something done besides lots of hot air blowing out, windows to businesses run by families you once loved getting broken or burned down, police and protestors alike dying for no good reason, and little good coming out of any of it.
