Someone who is often times being a nuiscance. You call that person a "danglepeen" to show them that they are becoming bothersome. The word is used simmilarly with how you would use the words Jerk, or, pretty simmilarly to when you would call someone annoying. Although anyone can be a "danglepeen", often times more so than not, the people who act like danglepeens are little white boys with glasses. These little white bots often times have names starting with an S.
