This phrase means that something is sick or crazy or that someone is extremely cool in a 'street' way.

Example 1 : person 1 - 'Whats your name?', person 2 -'Joe Kordula', person 1 - 'Raah your surname is Raggo Down'

Example 2 : 'i got these new trainers the other day and they are Raggo Down'
