Comes from Geordie slang meaning literally 'one who licks bins'. A descriptive word usually of a tramp who rummages through bins looking for scraps of food to eat. If a nice tasty mouldy chip is stuck to the bottom it has been known for them to stick their head in the bin and lick said chip off the bottom of the bin.
In Geordie:..
How man y dorty bin lickka
Please eat your dinner young man, I don't want to see you licking the bins in town later on like a dirty bin licker
