This is one of many CB slang terms that those operating CB radio used mainly during the CB craze of the 1970s and 1980s.
Literaly speaking it means: Where are you?

One of the rapper T.I.'s best created song; very popular around 2006-2007. It was in T.i.'s album King along with Top Back, and Live In the Sky. It was number 1 on the billboard hot 100 for a couple weeks and was a song featured in the movie ATL. It is a diss song to anotehr rapper Lil flip. Its about how lil flip doesn't know anything about the game and how T.I. does. There are two remixes to it.
