"Jack Bower" from the hit series 24, to describe an over zealous or overly aggressive cop that prowls around for petty charges to pump himself up in to a jack bower like state....

You: Hey did you see how that cop pulled the e-brake and slipped his taser out on that poor little kid for skateboarding?
