"Rough" is largely indefinable. It is mainly used to describe someone who is out of the ordinary and possibly just a cunt.

Example of real life usage: "Kehn that bird Janey?" "Aye mate what about her." "She's the roughest cunt going."

Usually refers to the person's sexual preference. Think of mild BDSM. Can range from spanking, smacking, slapping, choking to a range of other more exotic options, all dependant on consent of all parties involved.
