People from states that have sales tax that come to states with no sales tax and pick the shelves of stores clean of all products leaving nothing for the people that actually live in the tax free state, usually takes place on weekends, but can happen at any time.

Wow the pickers really wiped out Walmart this weekend the shelves were bare.
