its an annoying person that is a complete idiot and acts dumb. people that are fuckasses are constantly annoying and are annoying even without trying and just have no common sense at all. you can use the insult if someone does something annoying or does something that doesn't make sense or just says something stupid that you lose brain cells just from hearing them say it.
