When a hot woman passes by, or if anyone sees a hot chick, you yell throttle to inform everyone you would fuck her. Also, jokingly used on fat/ugly chicks. The great thing about throttle is that no women know what it means, so you can say it straight to their face and they will have no clue.

It may be used literally to express slow internet or to express a loss of brain bandwidth due to external influences such as alcohol or social media.
