Deffinition:
1. One of Phillipino & Puerto Rican decent.
2. Also used when said individual of ethnic decendant does an act of stupidity or otherwise reckless act.

When asked your ethnic background:

1. "Well I'm European. And Elliott here is Fliporican."

After Situation or Incident:

2. "Dude, you are such a Fliporican..."
