Same as scetchball, only this is an older, more original description of someone that has been up for days on end, on methamphetamine without any sleep. Therefore becoming extremely paranoid, irrational, irritable, violent and without any reasonable thought proccesses, etc...

Dude, if I was you I would stay completely away from Billie. He is a major scetcher and is really unpredictable and the 5-0 is watching him 24/7.
