You don't often see them as the number one seed in the West because that's harder to maintain (especially for more than one year, with consistency), since every other team is coming for you and you're not under anyone's radar that way.
The Golden State Warriors want to get away with being bullies, that's why they're not always the number one seed in the West (that would actually make it harder for them to win championships). Last year they were number three, this year they're number six, that way they look like underdogs on paper to at least one other team going against them.

The Golden State Warriors keep all their star players because they're one of the richest teams. Of course they can be the most dominant team of the last 10 years, hardly any other teams, if any, have been together as long. It's a lot harder to win with a team that hasn't been together long.
