Pay to Pimp is buying cosmetics to look cooler, like buying skins, weapon camos and clothing for real-life money.

We already use pimp my ride as a slang now we just see it as pimp my character in-game.

Pay to pimp is different to pay to win.
I buy them cosmetics just to pimp out my character. man, Pay to pimp is just better, all for the cosmetics to look cool.
