It is most commonly used in the furry community although is used ironically in other places, sometimes unironically. The face is described as a cat, or animal like face. Since the W can represent an animal's nose and mouth. The U's are used and seen as a more calm and happy like face. Or a sleepy one. Most people call it a cat face.
