It means to have a fit, whether it be epileptic or emotional. To forego rationality and opt for spasmodic movements, arms flailing, and utterances of an incoherent nature. Likewise, it is the behavior of people who get upset when they don't understand something.

Post SF4 Spaz Syndrome 

when the player cannot adjust to the timing of earlier versions SF after being too involved in ultimate edition of SF which is SF4. Most patient suffer from continuous ass whipping from his/her mates who adjust seamlessly to both versions and once the tipping point is reached (which varies case by case dependent on level of intensity and trash talk) symptom such as cursing, yelling the name of a move or controller throwing can all occur almost simultaneously.

It is polite to identify those who are normal, and those who are spastic. A litty spaz may be incapable of walking to the shop, they cannot articulate, and, more often than not, have no idea what they are doing at any particular moment. In general, their future is bleak.
