Parking in front of a building not in a parking spot, and blocking traffic. This does not mean finding a spot that is close, it means blocking traffic in front of a building. Only rock stars get that special treatment. Throwing something at this car is permitted as they aren't special.
Marcus didn't want to park in the parking lot so he decided to Rock star park right in front of the store and block traffic.
