Dragon Loli Syndrome, or DLS, is the phenomenon in which characters are designed to look like children, but in there lore they're stated to be hundreds if not thousands of years old. Some people use a character with DLS to justify drawing Lolicon artwork.

Loli

Loli came from 'Lolicon', which also originated from the 'Lolita Complex'. In terms of Japanese culture, 'Lolita' was taken from Nabokov's novel but instead stems from the positive idealization and romanticization of girls' culture developed during the Meiji period. 'Complex' derives from 'romantic love for something'. So, that's how it came into existence. It was shortened to 'lolicon', as the Japanese refer to having a complex of loving physically young-looking girls. With time, it evolved into the word 'Loli'.

Loli Watching

It's similar to people watching, or bird watching. The last two are things you do when you're an old gramps who doesn't know how to use internet or smart phones, & who's life is incredibly boring... But with loli watching, anyone of any age can enjoy. Some even find it more enjoyable than surfing the web. Like bird watching, cameras & binoculars are optional.
