1. Describing a situation, product, or outcome that is severely flawed or disappointing due to a combination of poor decisions, misalignment, or systemic issues, where no single individual or team can be entirely blamed.
2. (of a person) Caught in or affected by such a dysfunctional situation, often unfairly.
