Most often used by those whose family's are riddled with incest. Typically they are exceptionally stupid, low rent, pukes. That is why they waste time and breath stating the obvious. "It is what it is" is free of any original thought, and is technically not a statement because it's not saying anything.
If you hear someone saying these words it's best to turn and leave, foregoing any interaction and definitely avoid business or extra familial affairs.

used as a follow up to any statment which may be perceived as odd by others. commonly used by weirdos to express themselves without others judging them. the use of the word what? shows that they themselves do not know what they are 'on' thus the statement is somewhat justified.
