An Urban Neutral is an urban dweller whose worldview leans toward the center—pragmatic, balanced, and largely unaffiliated with any rigid ideology. A person (typically a paraphile) who is neutral on acting on sexual interests. This especially applies to paraphilias that are harmful when acted on, such as pedophilia, zoophilia, necrophilia, etc. If someone says they are neutral-contact, that typically means they are completely neutral on if you act on your paraphilia.

Person 1: I am a neutral-contact pedophile. I am neutral on if you are in a relationship with a minor as an adult, I don't care.
