Someone from a foreign country, state or province who treats the place they moved to like garbage.

Our new neighbours moved in two months ago, they leave garbage everywhere, their dog shits in my yard, I can smell their house from across the street and they drive like asshole, what a bunch of dirt lumps!

Often used by others to explain away their failings and incorrectly proportion blame

Used when you are not sure if the advice you received is helpful or designed to be off putting
