When one individual gives you a specific time frame but then proceeds to deviate drastically whilst simultaneously keeping everyone else waiting.

For example:

A: Where is he, he said he would be here in 5 minutes, 4 hours ago.
B: Don't worry about it. He's just doing a Ben.
