"Fucked up" is mostly used in emotional and unhappy situations caused by another person's decision or another person's unfortunate experience causing the other to feel upset and very sad. It could be used as an expression regarding trauma with bad experiences with people or events. Therefore, "Fucked up" is primarily used as an expression and/or emotion and feeling.
