When you get high and eat tinsel off the Christmas tree. The resulting bowel movement is considered a bright drop. Same context if a pet or loved one does the same.
My cat ate the tinsel off the Christmas tree and I have to clean the bright drops from the litter box.

Used by people who are insecure about their own intellect and therefore they describe anyone who can string a sentence together as “rocket bright” letting everyone know that they are bright enough to know that this is a smart person.
