That is "To viciously and proactively inhibit or halt the progress of a person, an establishment or a nation."

This word came about due to Luis Suarez's goal-line handball foul in the dying seconds of extra-time that saved Uruguay from concieving a goal which prevented Ghana from qualifying to the semi-finals of the 2010 World Cup.

To do a 'Suarez' means to in some way, most commonly racially, abuse a black person or multiple black people. For instance, destroying the hopes of a black continent by blocking a shot on the line with your hand, condemning them to an eternity or regret and suffering. Or the act of refusing to shake hands with an adorable little black man, Evra, as you don't want to dirty your hands.
