Sounds like retarded, but not quite. It is to be said as you would say the name Reta, but to say the a for a bit longer. It is a person who is almost retarded, but no quite up to par. They don't have enough retardation to be called a retard, so that makes them retaa.

Retaas aren't quite retarded, but goddamn it they sure as hell come close.

A word used for suburbanites who think they're cute pronouncing Target (stores) with a French accent: "Tar-jhay."
