A term used to describe the state of mind of a new fireman when his station receives a call and he gets extremely excited and flustered.
In the case of some new firefighters, when the pager alerts the station for a call, they forget how to do everything. Firefighters who might know their job completely loose their mind when and are completely ineffective at anything.

When your work institutes an always wear gloves policy and everyones hard earned callusus and rough man hands turn baby soft due to always wearing gloves while working.
ever since my job's new policy forced me to use these felt lined gloves for working with sheetmetal my glove palsy has become terminal.
