gung woah 

One who is "gung ho" about starting doing/idea of something, but is "woah" once learning more of the details. Typically the woah comes into play once the first details are known. Big talk that never gets of the ground.
Dad was gung woah again about building his new house. Loved the idea till he found out the price of concrete.
